The office of the government spokesperson announced late on Monday, October 23, that a Rwandan citizen living in the Western Province of the country had been injured by a stray bullet that came from fighting between the coalition of illegal armed groups backed by Kinshasa in the eastern Democratic Republic of the Congo (DRC), near the Rwandan border.
The event, which is thought to have happened about midday, comes weeks after the nation’s armed forces (FARDC) and the M23 rebel group started battle early this month.”Rwanda is deeply concerned by the ongoing support and collaboration of the Government of the DRC with FDLR, other illegal armed groups, and foreign mercenaries, which is escalating provocative actions along the Rwandan border, in violation of the Luanda and Nairobi processes,” the government spokesperson’s office said in a statement. “The injured man is receiving treatment at the Cyanzarwe Health Centre in Rubavu.”
On Sunday, October 1, fighting between the M23 rebel group and the armed forces of the Democratic Republic of the Congo (DRC) resumed in the province of North Kivu in the east. The two warring parties, who had been maintaining a tenuous ceasefire since November 2022, accused one another in separate statements of initiating the gunfire on Sunday afternoon in Kilolirwe and other Masisi territory despite calls from local authorities for a peaceful resolution to the conflict. The Chiefs of Defense Staff of the four blocs that make up the Democratic Republic of the Congo were also pushed to convene under the auspices of the African Union (AU) in Addis Ababa, Ethiopia, with the aim of coordinating the synchronization of current and upcoming soldier deployments to the country’s resistance-filled east.
In part, the statement states, “To ensure the security and safety of Rwandan citizens and residents, Rwanda will maintain defensive and preventive mechanisms to guard against violations of our airspace and borders and counter any spill-over into Rwanda from any armed group.”But the East African Community (EAC) expressed its “deep concern” in a statement dated October 12 on the escalation of hostilities by armed groups in eastern Democratic Republic of the Congo (DRC), particularly in the region where the bloc’s regional force operates.
